In view of the shortcomings exposed in these places, we should draw inferences from one to the other, comprehensively plan and plan systematically, focusing on water conservancy and flood control, urban flood control, road security, and telecommunications security, and plan and reserve a number of major projects to improve the ability of emergency disaster reduction and prevention. Up to now, 347 post-disaster reconstruction and disaster prevention and mitigation capacity improvement projects have been planned, with a total investment of 25.386 billion yuan.
The fourth is to strengthen the guarantee of essential services around the construction of emergency disaster prevention projects.A "green channel" for post-disaster reconstruction and disaster prevention and mitigation projects has been opened, and minimal examination and approval has been implemented by simplifying processes, compressing materials, and merging declarations.
