If the case constitutes a crime, it shall be handed over to judicial organs for handling.

  A, commodity housing and underground garage (a) and other ancillary facilities sales to implement the "one price" system. Real estate development enterprises shall, in strict accordance with the filing price and the relevant provisions of the Notice of Shanghai Development and Reform Commission on Implementation (No.006 [2011] of Shanghai Development and Reform Commission), sell commercial housing and its underground garage (parking space) and other ancillary facilities to the outside world, and shall not sell beyond the filing price. In addition to the price of ancillary facilities such as houses and garages, real estate development enterprises, other units and individuals shall not charge the buyers any other price or expenses, such as e-commerce fees, group purchase fees, tea fees, etc., and shall not make the buyers accept the price of goods or services by binding tying or attaching conditions.

  Two, commodity housing and its underground garage (a) and other ancillary facilities sales to implement the "price commitment system". The price undertaking shall be one of the contents of the pre-sale plan for commercial housing and its underground garages (spaces) and other ancillary facilities formulated by real estate development enterprises, and the real estate development enterprises shall make a commitment on the plain code price tag, the sales price of houses and garages (spaces), the rental price of garages (spaces) and the validity period of the price in the sales process, and file it with the housing management department where the project is located. Real estate development enterprises shall publicize the price commitment letter in a prominent position in the sales place.

  Three, the district housing management department shall, in conjunction with the district price department, strengthen the guidance and audit of the sales plan. If the pricing is unreasonable, it shall require the real estate development enterprises to re-declare for the record. In the sale of commercial housing attached to the underground garage (a) and other facilities need to be adjusted, it should be re-submitted to the district housing management department where the project is located. The real estate development enterprise shall put the registered underground garage (parking space) and other facilities sales plan and commodity housing sales plan (including one room at one price, one parking space at one price, etc.) on the sales site for simultaneous posting and publicity.

  Four, commercial housing affiliated underground garage (a) and other facilities, should be provided to the owners and lessees of this project. Real estate development enterprises still have unsold garages (spaces) and other ancillary facilities, which shall be leased to the owners and lessees in this project, and shall not refuse to rent them for reasons such as selling only and not renting.

  The same commercial housing projects in the same area, the same type of underground garage (bit) and other ancillary facilities, should implement the same rental price standard. Real estate development enterprises shall specify the sales price, rental price, price validity period, and charging standard adjustment methods and procedures after the expiration of the validity period in the pre-sale contract of commercial housing and the pre-property service management contract.

  Before the establishment of the Industry Committee, real estate development enterprises shall not adjust the rental price of underground garages (spaces) and other ancillary facilities without authorization. After the establishment of the Industry Committee, if it is necessary to adjust the rental price, it shall be determined through consultation between the real estate development enterprise and the Industry Committee.

  Five, the district housing management departments and price supervision departments should strengthen the guidance and supervision of the rental and sale of commercial housing and underground garages (spaces) and other ancillary facilities. Once verified, the real estate development enterprises that fail to implement the requirements of this notice will be suspended from the online signing qualification, and the circumstances will be seriously reduced until the qualification of real estate development enterprises is cancelled, and will be included in the list of seriously untrustworthy enterprises in this Municipality.
