NATO and Warsaw Pact signed the Treaty on Conventional Armed Forces in Europe in 1990, which stipulated the total amount of various conventional weapons of the two major military groups and the methods of verification. After the dissolution of the Warsaw Pact and the disintegration of the Soviet Union, the summit of the Organization for Security and Cooperation in Europe adopted the Agreement on Adaptation of the Treaty on Conventional Armed Forces in Europe in 1999, and Russia ratified it in 2004, but NATO members have not ratified it. Due to the continuous eastward expansion of NATO, Russia suspended the implementation of the Treaty on Conventional Armed Forces in Europe in 2007.
