At noon on April 13th, Huaxin Police Station of Qingpu Branch of Shanghai Public Security Bureau received a report from the supervisor of a courier company in its jurisdiction, saying that the company had recently received many complaints about cash on delivery at the same courier outlet of the company. All the complainants said that after receiving the courier notice from the company, they mistakenly thought that they were shopping for goods by themselves or their relatives and friends, and after paying 98 yuan, they found that there was an inferior belt in the courier.
Relying on the cooperation mechanism between police and enterprises, Qingpu police and the courier company quickly carried out investigations. Through preliminary combing, it was found that all the complaints pointed to a courier outlet of the courier company in Hangzhou.
From April 6 to April 12, the outlet sent about 40,000 pieces of 98 yuan to pay for it, but the receipt rate was less than 5%. Call back the paid recipients by phone, and find that the relevant recipients have not purchased the relevant goods online, but unexpectedly received the paid items.
Subsequently, the Criminal Investigation Detachment, Netan Detachment and Huaxin Police Station set up a task force to act quickly, and arrested four fraud suspects, including Liao Moumou, in Tongxiang City, Jiaxing City, Zhejiang Province at noon on April 14 according to the preliminary investigation clues.
After investigation, from November 2019 to the present, the criminal suspect Liao used a large amount of personal information of citizens obtained by opening an online shop to gain improper benefits, and made the recipient mistakenly think that he or his relatives and friends bought goods online by blindly sending them to various courier companies. The courier that the victim collected after paying 98 yuan was actually only worth the inferior belt in 2.5 yuan.
In the meantime, in order to speed up the delivery, Liao hired two brothers, Pan Mou, to package and deliver the goods specially for him. More than 40,000 express orders have been verified, involving more than 140,000 yuan. At present, four people, including Liao and Pan, have been criminally detained by Qingpu police according to law for alleged fraud, and the case is under further investigation.
The police reminded: there will be no pies in the sky, and you should not sign for the unidentified cash on delivery express. When receiving express mail, it is best to inspect the goods on the spot, especially valuable goods. When online shopping fills in the delivery address, it is recommended not to fill in your own detailed address, but to fill in the residential address or the unit address to avoid the disclosure of personal residence information.
