　　(A) promoting economic growth and expanding employment benign interaction. Focusing on building a strong manufacturing province, we will accelerate the development of key industries, and strive to build a number of landmark industrial clusters and bases with high visibility and strong employment absorption capacity in the advantageous industrial fields such as rail transit, construction machinery, biomedicine, electronic information and new materials. Vigorously develop modern service industries such as e-commerce, global tourism, and healthy old-age care, support cultural industries with Hunan characteristics, strive to build brands such as Cultural Hunan Army, Splendid Xiaoxiang and Red Tourism, promote standardization and informationization of modern service industries, and create more employment opportunities. Grasp the trend of industrial transfer, guide the resource-processing, labor-intensive and capital-intensive and technology-intensive industries with cost advantages to transfer from the developed eastern regions to our province, and tap the employment potential of the secondary industry. Accelerate the development of modern agriculture, promote the construction of agricultural and forestry industrial chain and value chain, focus on building agricultural and forestry industrial system, production system and management system, promote the overall planning of grain, economy, feed, agriculture, forestry, animal husbandry and fishery, the integration of planting, breeding and processing, and the integration of primary and secondary industries to expand farmers’ employment space. Improve the service system of small and medium-sized enterprises, promote the construction of public service demonstration platforms in counties and cities, carry out the identification of provincial-level entrepreneurial innovation bases for small and medium-sized enterprises, and give full play to the radiation service function of public service platforms for small and medium-sized enterprises. According to the spirit of Guiding Opinions of the Ministry of Human Resources and Social Security on Supporting and Encouraging the Innovation and Entrepreneurship of Professional and Technical Personnel in Public Institutions (No.4 [2017] of the Ministry of Human Resources and Social Security), professional and technical personnel in public institutions are supported and encouraged to work in enterprises, participate in project cooperation, innovate part-time, start a business on the job or leave their posts to innovate and start a business, and entrepreneurs enjoy corresponding preferential policies according to regulations. According to the spirit of the Notice of the Ministry of Human Resources and Social Security of the Ministry of Finance of the People’s Bank of China on Implementing Entrepreneurship Guarantee Loan to Support Entrepreneurship and Employment (Yinfa [2016] No.202), the policy of entrepreneurship guarantee loan will be fully implemented, and the loan target will be extended to students who have returned from studying abroad, employees and unemployed people in enterprises with excess capacity, migrant workers who have returned home to start businesses, online merchants, and poor people who have set up files and set up cards; The maximum amount of personal business guarantee loan is adjusted to 100,000 yuan; For eligible borrowers who start a business in partnership or organize to start a business together, according to the number of people who start a business in partnership or organize to start a business together, the maximum loan amount per person is 100,000 yuan and the maximum loan amount is 500,000 yuan; The maximum term of personal business guarantee loan is adjusted from 2 years to 3 years. The specific criteria are that the rise in poverty-stricken areas (including 40 key poverty alleviation and development counties in our province and poverty-stricken counties in contiguous poverty-stricken areas nationwide) does not exceed 3 percentage points, and the rise in other areas does not exceed 2 percentage points. Specific handling requirements and procedures shall be implemented in accordance with relevant documents. Promote the establishment and operation of investment funds for emerging industries in Hunan Province, encourage them to set up sub-funds for employment and entrepreneurship, provide equity financing support for college graduates and other groups to start businesses, increase investment in start-ups and broaden financing channels for start-ups. We will continue to implement the "Farmer College Student Training Plan" and grant tuition subsidies according to regulations. Relying on the provincial and municipal entrepreneurship incubation system for the disabled, we will implement measures such as free entrepreneurial venues and entrepreneurial success awards for qualified graduates with disabilities to guide the implementation of entrepreneurial projects for disabled college students. We will carry out in-depth "double-assistance" work for employees with difficulties, implement caring actions for employees with difficulties in the steel and coal industries, and help employees with difficulties in working ability achieve stable employment. Actively and steadily handle labor relations in accordance with the law and regulations, and do a good job in the resettlement of employees in the process of slimming and strengthening the body, improving quality and increasing efficiency, and divesting enterprises from social functions. We will increase the tilt of land use planning indicators for county towns and key towns with good development prospects and more employment, vigorously develop characteristic county economy, charming towns and rural service industries, and create space for rural workers to transfer their employment on the spot. Promote migrant workers to return to their hometowns to start businesses, and include migrant workers’ returning pioneer parks and enterprises founded by migrant workers in the typical selection scope of provincial-level innovation and entrepreneurship-driven employment demonstration. Vigorously develop farmers’ cooperatives, large-scale breeders, family farms, small and micro enterprises in the construction industry and other production and business entities, among which those who register for industry and commerce according to law can enjoy the support policies for small and micro enterprises according to regulations. Vigorously develop rural tourism and actively cultivate rural tourism maker bases.Attach importance to the development of entrepreneurial individual and private tourism economy and cottage industry, and guide all kinds of professionals such as science and technology, art and creative design to participate in rural tourism development and construction across borders.
